MSH is seeking a Vector Control Operations Manager (VCOM) f or the anticipated 5-year USAID Malaria Vector Control Activity designed to identify and implement proven, evidence-based vector control approaches in Tanzania, in support of reducing the overall malaria burden, and moving Tanzania closer to malaria elimination.

This position is subject to project award and funding.

About the role

The VCOM will provide technical, organizational, and logistics management for the Project’s integrated vector control operations. Activities will include planning and leading insecticide-treated net (ITN) distributions with a goal of improving access, developing techniques to promote consistent and correct use of ITNs, and providing technical assistance to partners to implement high quality indoor residue spraying (IRS) and larval source management (LSM) interventions.

How will you accomplish this?

Leads the co-design and co-implementation of ITN distribution and social behavioral change (SBC) activities in Tanzania in close coordination with national government, district health leaders, and community members. This position is responsible for ensuring the project’s vector control strategies and activities are targeted, integrated, and equitable .
Manages the overall planning and implementation of all project vector control activities, including:
– Developing annual ITN distribution targets, quantifications, and schedules.

– Liaising with procurement agents on ITNs arrival and schedules.

– Recommending and coordinating ITN product selection with all involved stakeholders – national, technical, and local – based on the latest knowledge, data, and trends.

– Leading targeting, registrations, and technical approach for targeted ITN mass campaigns.

– Recommending and coordinating channels and approaches for continuous distribution.

– Managing ITN distribution for mass campaigns and route distribution

– Quantifying ITNs, personnel, transportation needs, and all other supplies for distributions.

– Leading the creation and deployment of ITN SBC materials, including electronic and interpersonal media content.

– Organizing planning meetings, community mobilization, and technical training.

– Coordinating with project M&E staff to design and manage robust ITN monitoring activities.

Oversees information, education, and communication (IEC) activities, community mobilization, and troubleshooting for all integrated vector control project activities.
Achieves integrated vector control related Monitoring & Evaluation indicator targets of the project.
Contributes to development and delivery of the country capacity-building plan to transfer integrated vector control skills to local institutions.

Minimum Qualifications

Bachelor’s degree + 5 years of relevant experience, or master’s degree + 3 years of relevant experience, or PhD + 2 years of relevant experience.
Experience working in Tanzania and a deep understanding of the local malaria vector control landscape.
Preferred Qualifications

Master’s degree in public health , business administration, or another relevant field. eDcBfrA vhcC1
At least six (6) years of professional experience managing project operations for a large development or health project, with significant experience in ITN programming.
Demonstrated professional experience managing ITN distribution, IRS, and/or LSM is highly desirable.
Experience with information management systems such as Electronic Logistics Management Information Systems ( eLMIS ), WMS (Warehouse Management System), and Transport Management System (TMS) software.
At least four (4) years working in close partnership with government stakeholders, local community leaders, and partner organizations with an emphasis on capacity strengthening and skills transfer.
Significant experience in the logistics and management of public health commodities.
Significant management and supervisory experience.
Prior experience with USAID-funded programs is highly desirable.
Excellent writing, computer, and organizational skills.
Fluency in designing and deploying digital tools is highly desirable.
English and Swahili language fluency .
Local candidates preferred.
