SUMMARY OF ROLE

IntraHealth is seeking a Senior Advisor – Applied Health Labor Economist that will support the conceptualization and implementation of IntraHealth’s data driven approaches. The focus of the selected candidate is to support the health labor market analysis and improving health workforce performance, productivity and sustainability in low- and middle-income countries. As an international-level expert, the position is responsible for mentoring, ensuring technical quality, developing and executing technical strategies for programmatic opportunities, demonstrating global leadership, and engagement. The position provides high level technical assistance to countries in the area of health workforce with an emphasis on economic and policy analysis leading to improved human resources policy development and health workforce development.

The preferred base of this position is in the U.S., but is open to applicants in countries where there is an IntraHealth office.

ESSENTIAL FUNCTIONS

Representation & Stakeholder Relationships (10%)

  • Represents the organization in a variety of venues (technical working groups, campaigns, etc.) as a thought leader in health workforce
  • Establish and maintain external stakeholder relationships (including but not limited to WHO’s Global Health Workforce Network WISN hub, etc.)
  • Represents IntraHealth at a variety of venues as a thought leader in data driven approaches used to manage and assess health workforce in LMICs

Technical Assistance (50%)

  • Provide technical assistance to IntraHealth programs that need support with data analysis, use and HRH activities such as: Labor market analysis, health workforce strategies, establishing National Health Workforce Accounts (NHWA), WISN and use of workforce data to improve productivity, performance, service quality and workforce planning
  • Contributes to ensuring IntraHealth technical quality of projects, reports, and communications, and supporting the elevation of project-based learning to organization-wide learning and knowledge management in collaboration with other IntraHealth departments.
  • Supports technical reviews of program design, research protocols, and publications to ensure IntraHealth meets and exceeds global standards
  • Analyze health workforce data using quantitative and qualitative methods analysis to inform policy change and systems improvement in the context of the whole of labor market
  • Provides high-quality technical guidance, managerial, and leadership support to ongoing programs

Capacity Building (10%)

  • Supports capacity development of IntraHealth staff in the area of health workforce data analysis and use in LMICs to solve country-specific, regional, and global health systems challenges, facilitating learning across countries and regions
  • Contributes to a virtual community of practice to build up a critical mass of staff who are knowledgeable of and able to apply data driven, systematic health workforce technical approaches to improve health systems and increase quality service delivery
  • Contributes to the dissemination and utilization of project results to inform project-decision making and share lessons learned with a global audience
  • Provides ongoing capacity-building opportunities for staff throughout the organization on accessing, analyzing and visualizing health workforce economic and other data
  • Advise on the development and integration of economic and financial data science methodologies into planning, delivering, and assessing development programs and data use practices in areas of health workforce in LMICs

Proposals/Business Development (15%)

  • Contributes to the design and writing of proposals and concept papers, providing context-specific, technically sound and innovative approaches on health workforce development, as part of the proposal development process
  • Maintains and cultivates network of representatives of current and potential new funding agencies for the organization
  • Writes proposals, abstracts, position papers, and peer-reviewed journal articles and commentaries

Research and publications (15%)

  • Publish and present in external publications and in high visibility fora, and mentor other staff to submit peer-reviewed manuscripts.
  • With monitoring, evaluation and research colleagues, support the organizational research agenda and work across countries and projects to implement the research agenda to generate knowledge and evidence about the value of investing in health workforce development, liaising with academic, private sector and research institutions as appropriate
  • Prepares and delivers presentations at a variety of conferences and global health gatherings
  • Generates and publishes research on health workforce development in LMICs

 Education/Experience Requirements

  • Bachelor’s degree in Economics, Labor Economics or Health Economics, Nursing, Pharmacy or related degree plus twelve (12) years of relevant experience, or;
  • Master’s degree in Economics, Labor Economics or Health Economics, Nursing, Pharmacy or related degree plus ten (10) years of relevant experience or a;
  • Doctorate degree in Economics, Labor Economics, Health Economics, Nursing, Pharmacy or related degree plus six (6) years of relevant experience is preferred.
  • Experience implementing health Labor economic analysis and data driven health workforce interventions in a variety of low- and middle-income countries (LMICs) is required.
  • Minimum of five (5) years of experience practicing as a health or public health professional in LMICs
  • Minimum of three (3) years of experience in the application of health Labor econometric approaches in LMICs, including:
  1. Health workforce related data analysis for policy change and systems improvement in the context of the whole of labor market (e.g. National Health Workforce Accounts [NHWA])
  2. Demographic concepts. Exploring interrelationship between population structure, disease burden and health worker requirements
  3. Health workforce assessments, analysis and recommendations in the area of health worker employment, performance and productivity
  4. Systematic health workforce workload assessments e.g. Application of Workload Indicators for Staffing Need (WISN).
  • Three (3) years of demonstrated experience translating complex technical material related to health economics, digital health, health systems, and health data into digestible communications for lay audiences, including data visualization approaches.
  • Demonstrated vision for reimagining sustainable health workforce development in LMICS
  • Accomplished experience and expertise in the area of health Labor market analysis including on human resource for health (HRH) data and other relevant quantitative and qualitative analysis.
  • Ability to analyse and recommend policy options based on Labor market and HRH data analysis, shaping health development policy and strategy
  • Ability to design and implement data driven high-impact health workforce development interventions with reference to the economic and health impact of those interventions
  • Deep understanding of global health and development industry and large network within country governments, the World Health Organization and other multilateral organizations, private sector corporations, other global health and development organizations, and civil society groups
  • Experience in applying data driven, evidence-based, innovative, cost-effective solutions to health systems challenges, linking them to improved productivity and performance of health services and improved health outcomes
  • Ability to generate data driven evidence on health systems and services by applying research skills to IntraHealth’s ongoing programs and projects
  • Ability to offer high-quality technical assistance to IntraHealth’s country-level and regional programs
  • Excellent oral and written communication skills, including technical writing and editing

Working Conditions/Physical Requirements

  • Minimum noise levels in an office environment
  • Ability and willingness to travel domestically/ internationally up to 30%
  • Position is based in an office, requiring sitting at a desk most of the day
  • Requires lifting of 0-10 lbs. occasionally or as needed
