Chemonics International Inc. is a US-based international development consulting, operating in over 80 countries, that anticipates a USAID-funded marine biodiversity project in Tanzania, USAID/Tanzania Heshimu Bahari.
Chemonics seeks a Monitoring, Evaluation, and Learning (MEL) Conservation Expert for the anticipated 5-year, $10-25 million Tanzania Heshimu Bahari (Marine Biodiversity) Activity which will acquire technical and grant management services that support and strengthen capacity for marine biodiversity conservation to i) build the capacity of public sector and civil society; ii) increase private sector engagement in marine conservation and coastal natural resources management; iii) improve the enabling environment for Marine Protected Areas (MPAs) and fisheries management at all levels; and iv) enhance data availability and use in decision making to implement proven marine biodiversity threat reduction approaches in Tanzania.
The MEL Conservation Expert will provide strategic oversight of all aspects of conservation data including increasing data availability and use in decision making in all areas of biodiversity conservation and marine protected area management. The approach would help to optimize the quantity of fish available for harvest and support the resilience of these ecosystems and fisheries to climate change. This position will be based in Tanzania. Responsibilities:
Engage with program team to update stakeholder map and identify all existing and necessary data points related to conservation and marine biodiversity and climate change;
- Engage with key stakeholders to understand factors impacting data quality and policy decisions;
- Design and roll out training and knowledge tools in line with marine conservation best practices for stakeholders to increase relevant data for decision making;
- Design and implement sequenced activities as part of the work planning process to ensure effective data capture and application including data quality assurance reviews;
- Coordinate all data points across the program ensuring indicators are applied to grantees and subcontractors and reported on at least quarterly to tell meaningful stories;
- Oversee all evaluations and assessments.
Qualifications:
An advanced degree in biology, marine biodiversity, ecology, fisheries, or a related field is preferred
- A strong understanding of marine conservation management and best practices
- Proven experience in marine conservation mapping, evaluation, and inventory processes
- A minimum of five (5) years of experience working on marine biodiversity projects, natural resource management projects, and/or conservation projects with technical expertise in one or more subsectors of project focus
- Financial management skills, including budgeting and budget management
- Previous experience working in Africa, with experience working in Tanzania preferred
- Strong Swahili and English language skills (oral and written) preferred
- Strong communication skills inter-personal competencies for building professional relationships
