Job Title: Monitoring Evaluation Accountability and Learning (MEAL) Assistant
Reporting to: Grants Management Manager
Direct Reports: None Unit/Department: MEAL
Location: Kibondo
Overall Purpose of the Role:
The Monitoring, Evaluation, Accountability and Learning (MEAL) Assistant is an important position in DRC Tanzania and will assist the MEAL Officer in monitoring the progress of the program towards its desired objectives, as well as assessing the outcomes for refugee and host community beneficiaries, in line with the program’s MEAL Plans in the refugee and host community beneficiaries Nduta, Mtendeli and Nyarugusu camps. The position will provide support to programming mainly in data collection and management to ensure compliance with DRC’s MEAL policies and donor guidelines. This role works in close collaboration with the MEAL Officer , Program Managers and Information Management teams and other project and support staffs.
Responsibilities:
• Conduct data collection activities include:
o Creating and updating monitoring tools in respect to the MEAL Plans
o Coding of questionnaire in ODK/KOBO
o Recruitment, training of enumerators, depending on the needs
o General overseeing of the data collection exercise.
o Making payments to Enumerators after data collection exercises.
o Contribution to the creation of the questionnaire, in coordination with the MEAL Officer and the Grants Management Manager
o Support to the MEAL Officer in the analysis and reporting of findings
• Support the MEAL officer to ensure full compliance with DRC’s Minimum Monitoring Evaluation, Accountability and Learning Standards in all projects implemented by the DRC Tanzania office
• Support the MEAL Officer to develop sector-specific data collection tools and ensure their proper use by implementing teams. The role holder will ensure all data collected is managed in compliance with donor regulations and DRC polices
• Support the MEAL Officer to facilitate field-level learning events to capture, document and disseminate lessons learned for internal and external purposes;
• Ensuring the appropriate archiving of all MEAL related documents, data and sources of verification and update the DRC’s monitoring database.
• Support the MEAL Officer to maintain the MEAL events tracker (calendar)
• Any other duties as assigned by supervisor.
Experience and Technical Competencies: (include years of experience)
• Bachelor degree in a related subject – e.g. social sciences, project management
• A minimum of 1 year of MEAL working experience within the humanitarian or NGO field;
• Experience with donor requirements e.g. UNHCR, ECHO, DFID
• Demonstrated experience translating log frames and results frameworks into monitoring plans, developing data collection tools and protocols, leading data collection and management process, designing and managing databases, and analyzing data;
• Proven technical skills in monitoring and evaluation and experience with both qualitative and quantitative data collection and analysis;
• Excellent analytical, presentation, and report writing skills;
• Experience using software applications such as Excel, Access, or statistics software such as SPSS, STATA;
• Previous experience with electronic or mobile data collection.
• Experience in using MS Publisher is an added advantage
Education:
University degree in project management, statistics, social sciences or related discipline.

Languages:
• Proficiency in English, written and spoken
• Full proficiency in Kiswahili, written and spoken
• Knowledge of Kiha or Kirundi languages is considered a strong asset but is not required.
