Job Description
Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women Tanzania is implementing its Strategic Note (2017-2021), under which one of the priority areas is women’s leadership and political participation. The Women’s Leadership and Political Participation Project (Wanawake Wanaweza) Phase II (2017-2021) builds on Phase I (2014 – 2017), and continues to promote gender equality and the empowerment of women as per UN Women’s global mandate and supports the Government of Tanzania as a Member State to the United Nations to implement international standards, providing suitable technical and financial assistance. The second phase of the project aims at achieving the overarching goal/impact “Women lead and participate in decision-making at all levels” building on the momentum created and gains made from the first phase. The project is in line with the UNDAP II outcome “Women and girls increasingly participate in political and public life and are elected to leadership positions”, the UN Women Tanzania, Country Strategic Framework 2017 – 2021; the UN Women Global Flagship Programme Initiative on Women’s Political Empowerment and Leadership, as well as, national gender policy, the SDGs (in particular, Global Goal 5 dedicated to ‘achieve gender equality and empower all women and girls’, CEDAW and other international and regional commitments, such as the African Union Agenda 2063.
The projects operates on three main areas to effect change and progress in relation to increasing women’s leadership and political empowerment. Firstly, the policy and institution level (policies, laws, standards, norms and practices) to ensure these promote and regulate the increase in women’s leadership at all levels. Secondly, at the individual level, to strengthen capacities of women to conduct competitive, well resourced and innovative campaigns. Thirdly, at the community level, where norms, attitudes and practices often undermine women’s rights and gender equality, efforts will work towards reverting these to promote women as accepted, legitimate political leaders. The WLPP project phase 2 will therefore, adopt a multi-sectoral and comprehensive approach, building on the lessons learned and good practices from the first phase of the project implementation while being informed by the findings and recommendations of the end-of-project evaluation of Wanawake Wanaweza Phase I. Interventions at all three levels are designed to reinforce and support each other by maintaining horizontal linkages and enhancing the creation of synergies among the different programmatic components.
Reporting to the Programme Specialist on Women’ Leadership and Political Participation, the Monitoring and Reporting Analyst will provide support to the WLPP Programme colleagues in incorporating monitoring and reporting into programme formulation as well tracking against Strategic Plan targets and the reporting of results to internal and external audiences.
Duties and Responsibilities
1. Facilitate and substantively contribute to the incorporation of monitoring and reporting into programme formulation
Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;
Include inputs from relevant evaluation findings, conclusions and recommendations into programme formulation;
Contribute to WLPP annual work plan monitoring, reviews and reporting;
Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;
Facilitate the clearance of donor agreements and Programme Cooperation Agreements with the Tanzania CO.
2. Contribute substantively to the monitoring and tracking of results against programme/ country/ regional level targets and UN Women Strategic Plan
Coordinate with WLPP Programme Team to ensure that data collection and analysis from field visits are coordinated and standardized across the WLPP programme initiatives;
Monitor data from partners on a quarterly basis and provide substantive inputs to regular management briefs to inform decision making;
Visit partners, along with the Programme Team, to support monitoring of results and planning processes as required;
Monitor the spending of donor funds and other programme expenditures and disbursements;
Draft and monitor the WLPP programme Monitoring, Evaluation, and Research Plan.
3. Facilitate the reporting of results to internal (Senior Management) and external (Steering Committee, Donors) audiences
Facilitate the process of the Programme meeting internal and external reporting requirements and deadlines, including annual reporting process;
Draft donor and programme reports (both narrative and financial);
Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting;
Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
Collect and maintain data for programme, country, regional and global corporate reports, mid-term reviews, and final evaluations.
4. Provide technical support to the WLPP Programme in the implementation the UN Women Evaluation Policy
Coordinate the implementation of UN Women’s Evaluation plan in the WLPP Programme;
Provide guidance to programme staff on evaluations;
Ensure communication between the Programme team and RO regarding Evaluations;
Coordinate the completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE).
5. Contribute to knowledge building and capacity building
Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities;
Contribute to the development of capacity development tools, including training materials and packages;
Facilitate capacity building opportunities for staff and partners in the areas of Results Based Management (RBM), Monitoring and Evaluation;
Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all staff members through communication, training, learning and development activities.

Required Skills and Experience
Education
Master’s degree (or equivalent) in Monitoring & Evaluation, Social Sciences or related fields.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Additional certification in statistics, MIS management and on Monitoring & Evaluation will be considered as an asset.
Experience
At least 2 years of progressively responsible experience at the national or international level on rights based monitoring, evaluation and reporting on gender equality and women’s empowerment programmes;
Experience in Results Based Management and donor reporting
Experience in results management systems for data entry and tracking and monitoring progress of programmes
Work experience in developing countries
