Overview
Jhpiego seeks a Malaria Surveillance and Epidemiology Technical Lead / Officer to provide technical leadership in the areas of prevention and case management for an upcoming multi-year USAID malaria project in Tanzania. The project will work closely with the Government of Tanzania (GOT) to reduce the burden of malaria in high-burden areas through quality improvements to malaria case management and treatment of malaria in pregnancy (MIP) with a particular focus on malaria surveillance, entomological monitoring, and monitoring of drug-based interventions. The project will also promote the use of surveillance data to refine outbreak response and vector control activities.
The position will operate under the leadership of the Technical Director and will ensure the technical and methodological soundness of project activities related to malaria surveillance and epidemiology. In collaboration with project team and partners, the position will provide strategic input into issues related to improving routine malaria surveillance and will work with the GOT to introduce new approaches to malaria case detection and response capabilities.

Responsibilities
- Provide strategic input on issues related to improving routine malaria surveillance and work with the GOT to institute state of the art, rapid malaria case detection and response capabilities
- Lead the formulation of innovative approaches for scale up of targeted diagnosis and treatment services
- Support design, definition, and implementation of relevant project activities
- Provide technical assistance for conducting assessments and developing capacity strengthening activities for surveillance and epidemiology
- Support and engagement with GOT and implementing partners to build capacity and to ensure sustainability
- Actively participate in relevant technical advisory/working groups and professional forums representing Jhpiego
- Work with M&E staff to design, implement a plan to track data/results related to surveillance and epidemiology to inform adjustments in project implementation
- Collaborate with relevant local stakeholders and implementing partners, especially the Ministry of Health and other US and international implementing partners, to ensure alignment of activities and avoid duplication of efforts
- Contribute to documentation of successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested related to malaria surveillance and response activities
- Document and maintain an inventory of successful tools and approaches for case detection and malaria response
- Manage technical contributions of subgrantees relevant to surveillance and epidemiology, including defining scopes of work
- Support development of the project strategic plan, work plan, and project monitoring, in close collaboration with MOH, USAID, and other stakeholders to ensure timely implementation and compliance to the requirements and regulations of the award
Required Qualifications
- A Master’s Degree in public health, demography, epidemiology, biostatistics, or a related discipline
- At least 7-8 years’ experience implementing progressive and responsible experience in management of malaria or other infectious disease surveillance and monitoring systems
- Excellent knowledge of data collection protocols for quality data collection and verification
- Experience in all aspects of collecting and analyzing health data – e.g., designing data collection tools, assessing data for validity, analyzing quantitative data, and presenting findings in a programmatically useful way
- Excellent knowledge of data collection protocols for quality data collection and verification
- Exceptional ability to analyze multiple sources of data to identify data trends and provide recommendations on project implementation
- Experience in designing epidemiological studies and analysis plans, writing up study protocols, and managing study implementation
- Demonstrated ability to function as an active member of a team and to lead a team when needed
- Demonstrated in-depth understanding of the healthcare system in Tanzania, particularly the public health system,
- Familiarity with USAID’s administrative, management and reporting procedures and systems
- Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, US President’s Malaria Initiative advisors, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector to achieve project goals
- Advanced knowledge of analytic software (e.g., Excel, Stata, R, SAS).
- Verbal, written, interpersonal, and presentation skills in Swahili and English
- Proficiency in Microsoft Office
- Ability to travel nationally to project sites
Preferred Qualifications
- Experience living and working in Tanzania preferred
- Knowledge of GIS and database management is desirable.
