Overview
Jhpiego seeks a Malaria Entomology and Vector Control Technical Lead / Officer to provide strategic input on issues related to a 5-year USAID malaria project in Tanzania. The project will work closely with the Government of Tanzania (GOT) to reduce the burden of malaria in high-burden areas through quality improvements to malaria case management and treatment of malaria in pregnancy (MIP) with a particular focus on malaria surveillance, entomological monitoring, and monitoring of drug-based interventions. The project will also promote use of surveillance data to refine outbreak response and vector control activities.
The position will operate under the leadership of the Technical Director and will oversee and ensure the technical and methodological soundness of project activities related to entomological monitoring and vector control. In collaboration with project team and partners, the position will support the design and implementation of strategies based on scientific evidence.

Responsibilities
- Provide overall technical leadership and direction for the NMCP and ZAMEP program
- Provide technical oversight, strategic direction and definition of relevant project activities
- Ensure high-quality entomological monitoring in the Mainland and Zanzibar
- Advise the GOT on potentially viable vector control interventions that can be tested and scaled up on the Mainland or Zanzibar
- Provide input into all project reports related to entomology monitoring and vector control
- Provide technical assistance for conducting assessments and developing capacity strengthening activities for entomological monitoring and vector control
- Support and engagement with GOT and implementing partners to build capacity and to ensure sustainability
- Actively participate in relevant technical advisory/working groups and professional forums representing Jhpiego
- Work with M&E staff to design, implement a plan to track data/results related to surveillance and epidemiology to inform adjustments in project implementation
- Collaborate with relevant local stakeholders and implementing partners, especially the Ministry of Health and other US and international implementing partners, to ensure alignment of activities and avoid duplication of efforts
- Contribute to documentation of successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested related to malaria surveillance and response activities
- Document and maintain an inventory of successful tools and approaches for case detection and malaria response
- Manage technical contributions of subgrantees relevant to surveillance and epidemiology, including defining scopes of work
- Support development of the project strategic plan, work plan, and project monitoring, in close collaboration with MOH, USAID, and other stakeholders to ensure timely implementation and compliance to the requirements and regulations of the award
Required Qualifications
- Master’s Degree in public health, vector biology, entomology, or a related field.
- At least 7-8 years’ management experience in the design, implementation, and management of vector control programs of similar size, complexity, and setting.
- Demonstrated experience working closely with others and fostering collaboration to achieve project goals.
- Strong database, excel required
- Exceptional communication skills (including presentations) in written and spoken English and Swahili
- Excellent knowledge of data collection protocols for quality data collection and verification.
- Exceptional ability to analyze multiple sources of data to identify data trends and provide recommendations on project implementation.
- Demonstrated track record in disseminating entomological information/programmatic and research outcomes and findings at national and international conferences, as well as in the published peer-reviewed literature.
- Demonstrated ability to function as an active member of a team and to lead a team when needed
- Demonstrated in-depth understanding of the healthcare system in Tanzania, particularly the public health system
- Familiarity with USAID’s administrative, management and reporting procedures and systems
- Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, US President’s Malaria Initiative advisors, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector to achieve project goals
- Verbal, written, interpersonal, and presentation skills in Swahili and English
- Proficiency in Microsoft Office
- Ability to travel nationally to project sites
Preferred Qualifications
- Computer data management skills preferred.
- Experience living and working in Tanzania preferred
