Terms of Reference – Rapid Labour Market Assessment Tanzania

  1. Background

Sightsavers is an international development organisation preventing avoidable blindness and promoting disability rights. With its headquarter based in United Kingdom, we work in more than 30 countries alongside government institutions, bilateral, civil society organisations and private sector to sustainably impact our beneficiaries and their communities.

In the past four years, we have significantly invested in implementing disability inclusive programmes, with focus on inclusive economic empowerment in Nigeria, Kenya, Uganda and Bangladesh, as well as producing labour market assessment for each of these countries.

While we plan to scale out, in line with our social inclusion strategy, it is our approach to consistently generate contextual analysis that inform our programme design and considerably strengthen our funding proposal.

It is against this background we therefore call for expression of interest to conduct a labour market assessment that provides us with situational analysis on disability inclusive economic landscape in Tanzania

The assessment is expected to generate insight from existing disability legislative framework, perspectives from government institutions, organisations of persons with disability, education/training institutes, job seekers with disability, private and public employers, available coordinating system and supporting bodies.

  1. Purpose

We are commissioning a consultant to lead the drafting of rapid country-level labour market assessments. The assessments will be conducted by the consultant directly but in collaboration with Sightsavers social inclusion team.

The assessments will be finalised in collaboration with Sightsavers technical leads to directly inform programme strategy and design. The assessment will

A. Analyse secondary sources of data on labour market participation and employment, identify sectors which have the greatest potential for inclusive employment (versus those with have more of a relevance to economic growth), key labour market system stakeholders and relevant labour market governance.

B. Gather primary sources of data from employers on barriers to inclusive employment, jobseekers/entrepreneurs (job creators) with disabilities to better understand aspirations, barriers and vulnerabilities in employment, and other stakeholders on labour market gaps/opportunities which we necessarily need to consider in programmes.

C. Make informed conclusions on where an employment programme (including self-employment) should focus on in the country context and what approach is needed in achieving it.

The primary audience for the reports will be Sightsavers social inclusion programme team. However, it is anticipated that the findings will have wide relevance and interest across a number of other stakeholders and will be shared accordingly within relevant sectors at national, regional and global levels.

  1. Methodology and timeline

Our approach to labour market assessment is that of M4P (market for poor). The consultant is expected to conduct:

  • Phase 1 (3days) – Desk review of relevant secondary data and document
  • Phase 2 (2days) – Development of inception report including data collection tools
  • Phase 3 (10 days) – FGDs and KIIs with relevant stakeholders.
  • Phase 4 (5days) – Analysis, report writing and recommendation.
  • Output and Deliverable

The consultant is expected to produce a synthesize final report. The report should outline the country macro-economic context; disability inclusive legislation; emerging findings and recommendation. guideline will be provided on branding (font and colouring etc).

  1. Timeframe

The synthesis is expected to take up to 20 days of consultant time.

  1. Payment terms

The consultant can invoice against the following payment schedule:

  • 40% at the end of phase 2
  • 60% at the end of phase 4
  • Submission
