BACKGROUND As Tanzania is battling a third wave of COVID-19 which continues to take lives and the uptake of the COVID-19 remains low, the Communication, Advocacy and partnerships (CAP) section need to strengthen its team supporting UNICEF Tanzania and the Government in Tanzania responding to the pandemic. The consultant will have a specific focus on the COVID-19 response while also support the section with other external communication needs, as most of the external communication has one or several elements of COVID-19 communication, including the celebration of UNICEF 75.

How can you make a difference?

In close collaboration with the entire CAP section and under the supervision of the chief of communication, advocacy and partnership, the incumbent is responsible for executing the following activities;

  • Support two COVAX arrivals in Tanzania, including ensuring correct branding and visibility
  • Support production of COVID-19 prevention materials including materials addressing COVID-19 vaccine hesitancy.
  • Support external communication activities in CAP as needed
  • Support 2 social media campaigns
  • Support 5 young people’s consultations

As the exact timing of most of these deliverables are pending external factors, the deliverables are not linked to specific dates and months. The consultant will be paid as followed: 33% of the total after one month, 33% of the total after two months. 34% of the total at the end of the consultancy, pending finalization of all the tasks.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Communication, Journalism, Public Relations. (Or an undergraduate degree plus at least 12 years of demonstrated professional experience in the field of journalism, communications, external relations, public affairs, public relations or corporate communications.)
  • Work experience * Five years of progressively responsible and relevant professional work experience in communication, print, broadcast, and/or new media. * International and national work experience (for IP). * Field work experience (for NO). * Background/familiarity with Emergency situations. Background/Familiarity with working with youth.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Policy both parties should be aware of :

  • Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.
  • Consultants are not entitled to payment of overtime.
  • The consultant will be evaluated 75% on technical proposal/P11 form and 25% on financial proposal ( inclusive of all cost for this assignment)
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
  • Consultants will not have supervisory responsibilities or authority on UNICEF budget.
  • Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.
  • International Consultant will need to share a valid work permit prior to commencing this assignment.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
