Unicef Tanzania is looking for an Individual Consultant to support UNICEF Tanzania’s efforts around digital health system strengthening through applying high technical knowledge & skills, documenting politically complex situations, and communicating and coordinating with both government and non-government partners
How can you make a difference?
The consultant is expected to support UNICEF programme sections, especially Health and Nutrition section, from technical perspectives by applying her/his technical skills and experiences. More specifically, s/he will;
Provide support on development of Bottleneck analysis app which is currently located in DHIS2/HMIS, which is eventually supposed to be linked to PlanRep platform. The selected consultant will help integrate the app and PlanRep platform jointly with HISP Tanzania who is contracted with UNICEF RO on app related matters;
Document digital health governance system structures in Tanzania around health sector to help UNICEF Tanzania team understand the systems and coordination mechanisms;
Support UNICEF’s team work to track data for monitoring essential health care service provision during and after COVID-19 response;
Mapping existing available/existing Community Health Information System (CHIS) related digital platform/tool in country and identify GoT’s streamlined approach at national scale;
Provide technical and coordination support to Government counterparts in finalization and deployment of online nutrition platforms by working closely with PORALG, Tanzania Food and Nutrition Centre (TFNC) and University of Dar es Salaam, College of Communication and Technologies, Department of Computer Sciences and Engineering;
Technically back-up UNICEF’s team to support PORALG to implement GoTHOMIS Lite at Primary Health Care facilities;
Provide technical guidance to UNICEF health and nutrition team on digital health system strengthening;

Policy both parties should be aware of
Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.
Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement
No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor
No consultant may travel without a signed travel authorization prior to the commencement of the journey to the duty station.
Consultants will not have supervisory responsibilities or authority on UNICEF budget
Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation
To qualify as an advocate for every child you will be required to have;
Bachelor’s degree in computer science, Information Technology, Business Administration, mathematics, engineering or related area.
A minimum of [Five years] of relevant professional experience in progressively responsible professional work experience at national level in software developments especially with mobile and SMS based information systems.
Experience in IT or database administration a plus
Experience with Java GUI, Angular front-end development, SQL, Postgres, or equivalent database tools
Experience with Agile software development using JIRA
Experience in: Multiple OS platforms with strong emphasis on Linux (CentOS, Red Hat, Ubuntu), Mac OS X, and Windows systems
Experience working in a research/projects environment that relies extensively on Open Source solutions
In-depth knowledge of the TCP / IP protocol suite; security architecture; securing and hardening Operating Systems; Networks; Databases; and Applications
Knowledge of the Incident Response life-cycle, working independently to investigate and effectively respond to cyber security incidents
Thorough understanding of the threat and attack landscape, attack vectors, vulnerabilities, and how they are leveraged by malicious actors
Database Administrator certifications
Fluency in spoken and written English and Swahili
