The Opportunity 

As the Health Information Systems (HIS) Senior Specialist, you will play a pivotal role on the Public Sector Systems Strengthening Plus (PS3+) Activity. Working closely with the Government of Tanzania (GOT) to enhance healthcare-related digital systems and information management, you will provide strategic guidance and technical expertise to support the institutionalization of public sector systems responsive to citizens’ needs for quality services, ensuring equity, transparency, accountability, and efficient resource allocation across the health sector. In this role, you will collaborate with relevant stakeholders, government bodies, and technical teams to optimize and streamline health information systems, ensure interoperability, and drive innovation in the use of technology for healthcare improvement. This position will report to the Activity’s Senior Director of Information Systems and Human Resources.

Core Responsibilities

Strategic Leadership and Advisory

  • Provide high-level technical expertise and advisory services to relevant government ministries, including the Ministry of Health Zanzibar (MOHZ), Ministry of Health (MOH), and President’s Office Regional Administration and Local Government (PORALG) on health information systems, enterprise architecture, and digital healthcare strategies.
  • Contribute to the development and implementation of policies, guidelines, and frameworks related to health information systems, ensuring alignment with national and international standards.

Health Information Systems Enhancement

  • Assess existing health information systems, identify areas for improvement, and work with stakeholders to streamline processes, enhance functionality, and ensure data integrity.
  • Collaborate with technical teams to design, implement, and optimize health information systems such as ZanEMR, GOTHOMISv4, and other relevant systems.

Capacity Building and Training

  • Facilitate capacity-building activities for government officials, healthcare providers, and relevant stakeholders, enhancing their understanding and utilization of health information systems effectively.
  • Organize training sessions, workshops, and knowledge-sharing initiatives to promote the adoption of best practices and innovative technologies.

Data Integration and Interoperability

  • Lead efforts to integrate health information systems such as ZanEMR and GOTHOMISv4, ensuring seamless data flow and interoperability between different systems.
  • Collaborate with technical teams and stakeholders to customize, optimize, and implement integration interfaces, enabling accurate and timely data synchronization.

Innovation and Technology Adoption

  • Stay up to date on emerging technologies and trends in the field of health information systems and enterprise architecture.
  • Provide recommendations for integrating innovative solutions into the PS3+ project, fostering a culture of continuous learning and improvement.

Performance Evaluation and Reporting

  • Analyze and evaluate performance, data quality, and data security measures of health information systems.
  • Prepare comprehensive reports, technical documents, and presentations highlighting achievements, challenges, and recommendations for improvement.

Additional Activities in Mainland

  • Support the development of new requirements and modules for Orphans and Vulnerable Children (OVC), Gender-Based Violence (GBV), and Gender in the Unified Community System (UCS).
  • Provide technical guidance and expertise in the development of additional use-cases in the Health Information Mediator (HIM) platform.

What We Value

  • Bachelor’s Degree + Ten years of relevant experience, or Master’s Degree + Eight years of relevant experience
  • Master’s degree or higher in Health Informatics, Computer Science, Information Systems, or a related field.
  • Minimum of 10 years of relevant professional experience, including extensive exposure to health information systems, enterprise architecture, and electronic medical records strongly preferred.
  • Proven expertise in ZanEMR, GOTHOMISv4, Community Health Systems, and other pertinent health information systems.
  • Demonstrated ability in providing technical advisory services, capacity building, and stakeholder engagement within the Tanzanian health sector context.
  • Strong understanding of health data management principles, data interoperability, and data quality assurance.
  • Familiarity with national and international standards and regulations governing health information systems and enterprise architecture.
  • Track record of designing and implementing data integration projects and interoperability frameworks.
  • Exceptional analytical, problem-solving, and strategic thinking skills, capable of addressing intricate technical challenges.
  • Excellent communication and interpersonal abilities, adept at collaborating with diverse stakeholders, including government officials, technical teams, and development partners.
  • Self-driven with the capacity to work autonomously, manage multiple priorities, and meet deadlines in a dynamic environment.
