Position: Grants and Compliance Lead

Job Summary:
The Grants and Compliance Lead will oversee the grants management process and ensure compliance with USAID regulations and CIHEB Tanzania policies. This role will involve managing grant funding, monitoring project compliance, and providing guidance to staff and partners on best practices for grant management. This position will exercise a high degree of independent judgment and has delegated decision-making responsibility for funds management and contract administration to ensure the success of the programs they oversee. Successful candidates will be able to problem-solve emergent challenges in each program and independently address issues as they arise. Duties & Responsibilities
Ensure grants or contracts are well administered and that program and support teams are fully informed of relevant donor compliance regulations and organizations procedures to support on-track, on-time, and on-budget implementation.
Provide technical support and mentoring to grantees unaccustomed with the complexity and restrictions of USAID funding to build the capacity of grantees to effectively manage their grants; interface with grantees and vendors to ensure grantee understanding and compliance with all CIHEB Tanzania and USAID rules and regulations.
Review all grant/procurement activities for compliance with program policies and USAID regulations.
Monitor grant activities during their implementation to ensure on-time and high quality delivery of goods and services; provide continuous assessments of grantee performance against project objectives.
Support sub-partners on sub-grant management and assist in drafting the sub-grants agreements.
Contributing to the implementation of improved financial systems and processes to facilitate better donor reporting and compliance.
Coordinate regular grant monitoring, using appropriate grant management tools and through facilitation and support of regular and timely Grant Review, Opening, and Closing Meetings.
Ensuring project reports, including expenditure against remaining obligations, are reviewed on a monthly basis with implementing managers and that cost allocations are made appropriately for the awards
Managing the financial aspects of work-planning and periodic financial reviews/modifications, while facilitating effective linkages between CIHEB Tanzania finance/technical staff, country programmes, and partners.
Supporting the development and management of subaward and consultants’ contracts, liaising with technical teams to track and review payments; capacity build subaward partners as necessary
Supporting contracting/subaward processes (e.g. donor agreements, teaming agreements) ensuring execution according to CIHEB Tanzania’s policies and procedures as well as USAID/USG requirements (2 CFR 200, FAR, AIDAR as applicable) and other donor requirements
Managing the quarterly forecast for USG awards
Provide technical advice to the organization to ensure adherence to the award specific rules, regulations, and procurement standards, including providing training to members and partners.
Support CIHEB Tanzania with grant and contract management tools and compliance systems and processes throughout the project cycle, from contract negotiations through to close out including effective partner/subgrants management such as organizational capacity assessments, due diligence and partner capacity building.
Maintain schedule of all planned donor reporting and ensure proactive planning and preparation to ensure successful completion and timely and accurate submission of reports. Where appropriate, review of donor narrative and finance reports to ensure quality assurance and donor compliance.

Preferred Qualification and competencies
Master’s degree in Business, Accounting, Finance, Management, Auditing, Economics or related field.
A minimum of 7 years’ experience in the NGO sector in Senior Grants/Compliance Management positions.
Demonstrated experience being responsible for ensuring that there are systems and internal controls in place to effectively manage, monitor and report on sub-awards, including being responsive to all USAID regulations and requirements.
Prior grants management experience and familiarity with USG (USAID) donor regulations, procedures and requirements;
Ability to efficiently deal with competing priorities;
In-depth understanding and experience of working with proposals and contracts from donors.
Experience of complex planning and budgeting processes including the ability to provide clear guidance on donor policies and procedures.
Excellent grant management skills, including the ability to identify challenges and provide or work with teams to propose possible solutions as well as strong negotiation, facilitating and influencing skills.
Previous experience building capacity of local organizations on PEPFAR/USAID compliance, policies, rules and regulations is an added advantage.
Experience in developing and mentoring professional relationships with in-country stakeholders, including local and national government, non-governmental partners, and private sector partners.
