Job Description


Purpose of the SSA:

The outbreak of wild poliovirus type 1 in Malawi genetically linked to WPV1 that was detected in

Pakistan; Sindh province in October 2019 is a serious concern and underscores the importance of

prioritizing polio immunization activities. Until polio is fully eradicated, all countries remain at risk

of importation and must maintain high vaccination coverage to protect all children from polio.

WHO and partners are supporting health authorities in Malawi and neighboring countries of Zambia, Mozambique, and Tanzania to conduct a thorough assessment of the situation and begin urgent immunization activities in the subregion to mitigate any risk of spread. Surveillance measures are also being expanded in all countries neighboring Malawi to detect any other potential undetected transmission.

Data management for VPDs is very important in order to continue with routine immunization and

strengthen vaccine-preventable diseases surveillance. The data manager will support with planning, coordination, and implementation of data harmonization meetings (IVD, laboratory, IDSR, DHIS), timely reporting of data to different levels of the organization, analysis, feedback to sub national level, and preparations of mitigation plans. Scope and Methodology

Under the general guidance and supervision of the WHO IVD Focal Person, and overall supervision of the WHO Representative (WR), the incumbent will provide technical support to the Ministry of Health, Immunization and Vaccine Development program for data management, the incumbent will perform the following:

Summary of Assigned Duties:

To support the MoHCDGEC IVD program in developing annual plans for data management (collection, storage, analysis and interpretation).
Support and ensure development of a comprehensive chronogram for implementation of immunization data improvement activities.
Support MoHCDGEC IVD data manager to ensure coordination and implementation of data harmonization meetings (IVD, laboratory, IDSR, DHIS).
Support MoHCDGEC IVD data manager to ensure the compilation of Risk assessment data for polio and measles at national level and prepare mitigation plan.
Support a Support MoHCDGEC IVD data manager to ensure data management guidelines and data collection tools and other materials have been developed, printed and distributed to lower level.
Support MoHCDGEC IVD data manager to Support and ensure data management training and supervision plans at sub national level have been well conducted as per plan.
Support MoHCDGEC IVD data manager to Support and ensure quality implementation of sentinel surveillance sites data management.
Support MoHCDGEC IVD data manager to Support and ensure quality monitoring of data quarterly (Data cleaning and harmonization) and provide feedback to the sub-national level for correction.
Support MoHCDGEC IVD data manager to Compilation and merging of the databases received from the sub-national level and report to WHO IST as per schedule
Support MoHCDGEC IVD data manager to Analyse data on a weekly/monthly and share with programme officers
Support MoHCDGEC IVD data manager to monitor the completeness and timeliness of datasets
Support MoHCDGEC IVD data manager to collate and submit JRF before the end of March of each year
Support MoHCDGEC IVD data manager to provide weekly/monthly feedback to sub-national levels
Support MoHCDGEC IVD data manager to participate and provide data in all programme reviews and surveys
Perform any other duties assigned by the WHO representative.
Technical Supervision
Objectives of the Review

The mission of WHO’s Health Emergencies Programme (The Programme) in responding to Polio Outbreak is to assist the country’s response and, to coordinate international action, to promptly respond to Polio to stop the transmission and recover from PolioOutbreak.

Specific Requirements
LANGUAGE:
Essential: Excellent knowledge of English.

Desirable: Working knowledge of Swahili, Knowledge of French or other UN languages is an asset.

EDUCATION:

Essential: Bachelor’s Degree or Advanced diploma in Computer Science, statistics or related field.

Desirable: Advanced university degree in, IT or related field.

Experience:

Essential: A minimum of 3+ years’ experience in data management or analysis

Desirable: Prior humanitarian working experience at field level in the management of disease outbreak or ant public health emergency

SKILLS AND COMPETENCIES

Ability to decipher and organize large amounts of data.
An analytical mindset with superb communication and problem-solving skills.
Knowledge of Epi info and GIS will be an added advantage.
Ability to work under pressure to make decisions, elaborate strategies, and organize priorities.

Working knowledge of online data collection applications, statistical analysis packages (Stata, SPSS, etc).
Working knowledge of GIS mapping software (or similar) would be an asset
PLACE OF ASSIGNMENT
The Data officer will be stationed at Dar es Salaam Country Office, Tanzania.
TIMELINE AND REPORTING
Duration

The contract will be for (six (06) months
Salary

Grade: NOB – 01 with amount of: TZS 9,070,083.33/- payable on monthly bases.
