Position Overview

The E-Procurement Specialist will provide technical and strategic support for the anticipated 3-year USAID/Tanzania’s Competitive and Open Procurement Activity to strengthen Tanzania’s public e-procurement system, fostering greater transparency, efficiency, and competition.

This role will work closely with the Chief of Party (COP) and Technology Team to ensure the effective implementation of all project activities. The E-Procurement Specialist will demonstrate knowledge of public e-procurement and open procurement systems and processes, cybersecurity, and/or fraud detection, auditing, and investigative skills within procurement.

This position is based in Dodoma, Tanzania, and is expected to be full-time for 3 years, and is contingent on funding.

Project Management and Coordination:

In coordination with the COP, provide proactive day-to-day management and technical direction for all project activities to achieve program goals and objectives, ensuring alignment with the overall project work plan and timelines.
Develop and maintain a comprehensive project management plan, including activity schedules, resource allocation, and risk mitigation strategies.
Act as a liaison between the Technology Team, the COP, the Public Procurement Regulatory Authority (PPRA), and other relevant stakeholders to ensure seamless communication, collaboration, and alignment of activities.
Assist with preparing regular progress reports, and documenting key achievements, challenges, and lessons learned, to ensure accountability and transparency in project delivery.
Assist with identifying and addressing potential risks or challenges early, proposing mitigation measures to avoid delays or disruptions in project implementation.
Assist with compliance with USAID regulations, policies, and reporting requirements, including financial management and performance monitoring.
Technical Expertise and Collaboration:
Provide technical leadership in e-procurement, open procurement and/or public procurement, and/or cybersecurity, fraud detection, auditing and investigation within procurement.
Promote team and consortium collaboration, identifying synchronization opportunities across technical and functional teams to maximize program impact.
Work with the Technology Team to design and implement international best-practice procurement solutions aligned with project goals.
In conjunction with USAID/Tanzania, PPRA, World Bank, and other key stakeholders, lead a rapid needs assessment of PPRA and NeST software development, training, and cybersecurity needs.
As determined by the rapid needs assessment, lead technical assistance and support to PPRA to support development, functionality, scalability, and, where necessary, piloting across six modules of the National e-procurement System (NeST).
Provide technical guidance for project activities in collaboration with the Technology Team, ensuring high-quality delivery and adherence to deadlines.

Qualifications:

Required Qualifications:
Degree or diploma in Procurement/Supply Chain Management, Project Management, Public or Business Administration, Technology, or related fields is required.
Demonstrated experience working with and/or advising on end-to-end digital information management systems, preferably in relation to e-procurement systems (e.g. e-Registration, e-Tendering, e-Contract, e-Catalogue, e-Auction, and e-Payment).
Professional fluency in English, with strong written and verbal communication skills.
Preferred Qualifications:
Technical expertise in e-governance, digital transformation, or leveraging technology to improve public services.
Familiarity with Tanzania’s e-procurement landscape, particularly the Tanzanian National e-Procurement System (TANePS) and the National e-Procurement System of Tanzania (NeST), e-Registration, e-Tendering, e-Contract, e-Catalogue, e-Auction, and e-Payment.
Experience working in Tanzania or the East African region, with familiarity with local regulatory frameworks and cultural contexts.
Professional fluency in Swahili.
