CARE seeks a Chief of Party for an anticipated USAID-funded Marine Biodiversity project in Tanzania. This procurement is anticipated to be a five-year multi-million-dollar project that is designed to improve conservation of marine biodiversity in Tanzania. The anticipated contract will incorporate a series of interventions that support and strengthen capacity for biodiversity conservation in a manner that i) reduces the use of illegal and unsustainable fishing; ii) improves the governance and management of coastal land and seascapes; and iii) improves policy development and capacity to implement policies. These interventions together will reduce threats to marine and coastal biodiversity in Tanzania while moving Tanzanian institutions further on their journey to self-reliance.
The Chief of Party (based in Dar es Salaam) is accountable for the overall vision and leadership of the project and is accountable for delivering results. The successful candidate should possess significant experience managing program, financial, and operations of USAID or other international donor-funded projects, preferably in a similar environment.
This position is open for both local and international candidates, subject to project award and funding. For international candidates, relocation and allowances may be available.
Primary Responsibilities:
- Oversee the completion of all technical and managerial requirements, including project results and deliverables, in accordance with the project work plan.
- Build and maintain productive working relationships with USAID, project partners, and key stakeholders. Serve as the primary liaison among all project stakeholders.
- Lead the project’s marine biodiversity conservation and sustainable fisheries management agenda and activities in conjunction with the Ministry of Fisheries and local institutions.
- Manage the project’s operational, financial, and administrative priorities; direct the planning and budgeting processes. Create or adapt management systems in line with CARE’s standard operating procedures, ensuring consistency with project needs.
- Build partnerships among international, national and community-level stakeholders.
- Design and oversee an annual project implementation plan in accordance with USAID’s annual planning cycles.
- With staff and partners, translate project goals and objectives into implementable strategies and plans. Oversee the preparation of quarterly and annual project activity reports, M&E reports, and other deliverables, as specified in the agreement. Report against the project’s targets.
- Ensure that the project operations are in compliance with all USAID and CARE policies and procedures.
- Represent the project at high-level meetings, conferences, and other fora.
- Guide team members to fulfill the project’s strategic goals and objectives.
- Supervise and mentor senior staff, delegating responsibilities as appropriate. Clearly communicate expectations for staff performance.
Required Skills:
- Master’s degree in a relevant discipline in marine biology, natural resource management, conservation biology, biodiversity, fisheries management, environmental management, environmental economics, international development, public/business administration, governance, or relevant fields of study related to the sector of the project. PhD in a relevant discipline would be a distinct asset.
- Minimum of 6 years of progressively responsible experience in international development as previous Chief of Party, Deputy Chief of Party, or senior management experience on USAID programs similar in size and scope.
- Minimum of 10 years of technical experience in fisheries management, natural resources management, protected area management, coastal resources management, community and alternative livelihood development, governance and capacity building, behavior change communication, value chain development, as well as an understanding of policy, economics, and market issues in these sectors.
- Experience with two or more technical areas of this program.
- Experience managing USAID contracts is a strong advantage.
- Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience managing complex activities involving coordination with multiple program partner institutions.
- Demonstrated skills building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
- Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills.
- Experience recruiting, developing, and managing diverse teams.
- Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
- Experience managing required programmatic and financial reporting requirements. Experience with M&E is a plus.
- Previous experience in Tanzania and/or East Africa is an advantage but not a requirement.
- Fluency in English is required, working knowledge of Swahili is an advantage but not a requirement.
