Key Responsibilities:
MAJOR RESPONSIBILITIES
Activity
Resource Development & Acquisition. (40%)
Work with RDD, SLT and Technical Program Leads to identify funding opportunities from SOs, government donors, multilateral agencies and other potential sources of funding.
Draft synopsis of funding opportunities to facilitate decision making on whether to pursue new grant and other external funding opportunities.
Manage Go/No Go processes with SLT, EARO & SOs.
Coordinate the development of concept papers and prepare proposals (including technical narratives, logical frameworks, draft budgets, budget narratives, staffing requirements and monitoring and evaluation plans) for SOs, government, multilateral and private donors.
Maintain opportunity tracking tools including status updates of donor pipelines and forecasts, active funding opportunities, submitted proposals, and proposal approvals and responses to donor requests for information
Lead National Resource Development (NRD) Strategy
Ensure effective integration and alignment of opportunities within the NO program strategy and operations.
Support the roll out of successful grants with partner onboarding, donor compliance and strategy integration
Ensure adherence to WVI Business Development Policies and Procedures

Complete application processes for funding opportunities from various donors including Multilateral, Bilateral, foundations and Private Donors and UN agencies.
Increased funding to the organization from the different sources to ensure that the WVT portfolio continues to expand and address the needs of MVC.
Develop a successful, integrated approach to programming in line with the content of the NO Program strategy, including the roll out of new grants
Organizing key meetings and events that support critical priorities in the fund-raising process, including proposal development workshops, partner meetings and representation to Government and donors in development of new business.
Successful execution of the NRD Strategy
Activity
External Engagement with Donors, INGOs and SOs (25%)
Maintain NO donor engagement and business plans ensuring participation of technical teams where appropriate
Develop and strengthen relationships with key stakeholders including SOs, donors (multilateral, government, foundations and private) and other international agencies, including INGO partners.
Support RD by acting as alterative focal point as assigned for representation to SOs, INGOs and donor relationships and portfolios in country.
Work with SOs to coordinate donor and SO program visits.
Support the development of key engagement material (e.g. capacity statements, talking points, stakeholder strategy analysis etc.) with Technical Teams, communications department and others.
Secure collaboration for joint RD with INGO partners.

Manage the identification of suitable local partners for grant implementation.
Identify local partner capacity building needs and address with the relevant NO Departments as part of NO Localization strategy
Manage NRD strategy and related processes
Ensure effective coordination with national private sector companies and other NRD partners.
Support representation to established alliances and coordination structures
Identify the opportunities for participation and establishment of new alliances and coordination groups.
Working closely with RDD, continue to update/revise supporter engagement strategy and practices to adapt to changing context.

Participate in SLT, EARO and WVI meetings and other internal management processes as assigned by the RDD & ND
Support board reporting and representation as assigned by RDD & ND

Support Capacity Strengthening of WVT staff in RD and donor engagement
Maintain key internal relationships across department
Supervise staff as assigned by RDD

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
At least a Master’s degree in a relevant field from a recognized university.
A Bachelor’s degree in relevant field (Agriculture, Health, Nutrition, Development Studies etc) from a recognized university.
Minimum of 5 years’ experience in programming (designing, implementing, evaluating and monitoring) of integrated development, relief and/or advocacy of donor funded projects.
Required Education, training, license, registration, and certification.
Be a result orientated leader with the ability to handle a heavy workload, manage and satisfy multiple conflicting organizational, donor and other stakeholder demands.
Ability to provide spiritual leadership to the team.

Preferred Knowledge and Qualifications
Coordinate the implementation of Horizon 3.0 that will support the organization’s efforts to track information on project implementation, to store vital program documentation, and to gather and store information vital to communicating project impact and promote pro-active learning.
Participate in reviews and lesson learned exercises for grants as guided by WV policies and principles.
Travel and/or Work Environment RequirementEmployment opportunities
On call 20%. Office based environment with frequent travel to the field and National Office in Arusha. Furthermore, the position requires ability and willingness to travel domestically and internationally up to 35% (approximately 2 to 4 trips a year).
