Job Description
JRS is an international Catholic organisation that provides specialised support to refugees and other forcibly displaced people. Our mission is to accompany, serve and defend the rights of refugees and other forcibly displaced persons. This mission is based on a faith in God present in human history, even in its most tragic moments.
JRS is currently working in the Tanzania refugee camps located in Kigoma region, having three departments: one for education, another one for psychosocial support and the last one for reconciliation. To monitor and evaluate the impact of its projects, as well as to have an actualised and comprehensive database, JRS is looking for an M&E and database assistant officer for supporting JRS refugee operations in Kigoma region.
- Job Description
Under the direct supervision of the Project Director, technical supervision of M&E coordinator and in close collaboration with the Program Assistant, M&E and database assistant is responsible for the development of the Tanzania program monitoring and evaluation plan and systems to monitor the chronological implementation of projects and to monitor progress against programme indicators and to carry out quality assurance controls.
It is also responsible for collecting, organizing and analysing all necessary statistical information concerning and carrying out monitoring and evaluation of all JRS projects in Tanzania. As well, M&E and database assistant will need to regularly actualize the database and coordinate the JRS Tanzania SharePoint.

Main responsibilities Monitoring and evaluation
Responsibilities
- Define monitoring tools, in accordance with internal M&E procedures and contribute to the drafting of project progress reports.
- Ensure that progress reports take into account the previously defined monitoring tools (timeline, logical framework, etc.) and allow for a clear measurement of the performance of each project in accordance with work standards.
- Coordinate and supervise the project tracking system to ensure that all project implementation activities are carried out according to the timeline (detailed implementation plan and logical framework) and are well coordinated between the technical and financial/administrative teams.
- Build capacity, train and support field staff to improve field monitoring or any other monitoring needs including data collection.
- Participate in the collection and analysis of both quantitative and qualitative information, including the preparation of narrative summaries of the analysis.
- Participate in the different program meetings as a team member.
- Regularly present key findings of monitoring and evaluation to the management team for further development.
- Coordinate and review internal program progress reports such as monthly, quarterly reports and provide feedback to teams.
- Contribute to the preparation and review of donor reports.
- Review reports within the various projects and identify necessary corrective actions.
- Participate in project close-out meetings, in order to highlight components to replicate good practices and strengthen synergies between projects or programs.
Monitoring and evaluation
- Ensure that monitoring and evaluation plans for all projects in Tanzania are developed and implemented.
- Ensure that monitoring and evaluation findings are implemented for all projects.
- Coordinate with field staff to develop appropriate data collection tools and methods.
- Support the team to use these tools at all levels of project activities.
- Guide the regular sharing of M&E results and findings with project staff
- Take the lead in supporting all external project evaluation consultants
- Evaluate and identify problems and new opportunities from the compiled data.
- Coordinate the correct compilation and filing of all Means of verification for the different projects through JRS Tanzania SharePoint.
- Evaluate the expected results of the project.
Responsibilities
- Compilation, computer register and regular analysis of information relating to educational programs.
- Support to principals and JRS incentives during the school enrolment.
- Development with the Directors, Prefects, Educational Supervisors, the Project Director and the inspectors, of the school timetable and calendar.
- Monitoring of the progress of the school year by controlling the attendance of teachers and students: updating of lists, management of attendance collection tools, updating of payment statements.
- Creation or improvement of data collection tools.
- Training of principals/teachers and field teams on monitoring procedures and data collection tools.
- Manage JRS IT equipment in the camps and build capacity of refugee incentive workers to better use this equipment.
- Develop a beneficiaries database for JRS Tanzania projects.
Coordination
- Participate in camp coordination meetings and in the Education Working Group or sub groups when needed representing JRS.
- Participation in coordination meetings with implementing partners, consortium and JRS teams.
- Participation in capitalization meetings and monitoring of performance indicators.
Report
- Collaborate in reporting together with the Project Director, coordinators and program assistant on the monthly reports based on the data compiled in the databases.
- Collaborate in the preparation of mandatory reports requested by donors.
- Regularly exchange with the Project Directors on the evolution of the project accomplishment, problems and difficulties.
- To share each month the update on the progress of the implementation of the projects.
- Focus on delays and redefine a schedule to absorb delays
- Review and ensure correct filing of reports of activities, meetings, training, including their respective means of verification.
Desired profile
- Have a bachelor university degree in Monitoring and Evaluation in statistics, planning or other field of social sciences.
- Have at least 3 years of experience in a similar position in NGOs
Professional experience
- Minimum 3 years of experience in the design, implementation, monitoring and evaluation of programs.
- Professional experience in a recognized humanitarian NGO in monitoring-evaluation or database.
- Have good knowledge in the implementation of projects and a good command of concepts including impact assessment, methodologies and monitoring and evaluation tools.
- Good knowledge of the current application of Word, Excel, Outlook, Power Point and Internet software.
- Knowledge of English and Swahili is mandatory.
- Mastery of the common software such as SPSS, Kobo…
- Strong resistance to stress and ability to work at a high pace appropriate to emergencies.
- Be bilingual: speak and write Kiswahili and English
- Good command of monitoring and evaluation tools
- Knowledge of the theory of change approach would be an asset
- Handling of assessment tools
- Mastery of computer tools for the production of the various reports

General Terms and Conditions of Employment
The contract is for a period of 1 (one) year, renewable, with an initial trial period of three months. JRS’s remuneration policy is aligned with JRS’s ethos of providing efficient and professional services while expressing solidarity with the people served.
